Applied Quants report relay.

The engineering bundle sends short reports here about its own code: which step was
running, what broke, what changed, and whether the tests passed. Reports never
include a student's strategy, results, data, keys, account details, or anything
else on their computer.

This relay checks each report, keeps nothing itself, and files accepted reports as
issues in a private repository for review. Its code is in the bundle, in the
report-service folder, next to the code that writes the reports
(tools/bundle_report.py).
